The intent of a Capacity Assurance, Management, Operations and Maintenance (CMOM) Program is to develop a strategic direction for the implementation and continued use of best business practices in the areas of capacity management, organizational management, and operations and maintenance. These practices are fundamental to the delivery of effective waste water collection services.
Through a Stipulation with the State of Wisconsin (Milwaukee Metropolitan Sewerage District (MMSD) Stipulation), the Milwaukee Metropolitan Sewerage District agreed to complete a CMOM Program in 2007. MMSD also passed rules requiring each of its 29 satellite municipalities (including the Village of Shorewood) to develop CMOM programs by June 30, 2009.
