On July 3, 2025, the Shorewood Police Department faced a complex and high-stakes critical incident involving an officer-involved shooting, a homicide, and a non-fatal shooting across four separate locations. Amid the chaos, two leaders rose to the occasion.

Captain Mark Wroblewski responded without hesitation, assuming command as Incident Commander and leading a 21-hour response. His coordination of mutual aid, enforcement of shelter-in-place orders, and strategic oversight ensured scene integrity and public safety. Equally impactful was his decision to mentor Acting Sergeant Joe Santiago in real time - modeling leadership under pressure and fostering professional growth.

Acting Sergeant Santiago, the first officer on scene, prioritized life-saving care for the injured officer while managing the initial response. Throughout the incident, he demonstrated courage, adaptability, and a deep commitment to learning, embodying the values of service and leadership.

In recognition of their exemplary actions, Captain Wroblewski and Acting Sergeant Santiago received the Chief’s Superior Leadership Commendation. Their efforts reflect the highest standards of the Shorewood Police Department and the power of mentorship in moments that matter.
