The full survey results, including comments, were published within their packet of materials starting on page 15. A total of 280 responses were received, of which 90% were Shorewood homeowners, and 40% had lived in Shorewood for over 20 years. The results showed that 64% of respondents favored allowing internal, attached, or detached ADUs, subject to defined regulations. The two most important regulations were noted to be maintaining maximum lot coverage ratios and height restrictions.
The Plan Commission reviewed the findings of the survey and discussed their preferred recommendations with respect to the various regulations. They believed that all types of ADUs should be allowed in the Village’s one-and two-unit residential zones as long as the size of the ADU was less than the primary residence. They desired to maintain current lot coverage and setback standards, and clarified the maximum height of detached ADUs should be no more than 20 feet. All exterior changes would be required to be reviewed by the Village’s Design Review Board for architectural standards. Additional parking for an ADU would not be required, while parking for the primary residence would need to be maintained but could be provided as an unenclosed space on a driveway or parking pad. The Village’s existing prohibition of short-term rentals under 7 days would be included for reinforcement, and owner-occupancy would be required at the time of construction.
As a next step, code updates will be prepared for the Plan Commission’s final review and formal recommendation. That is expected to take place at their Tuesday, February 24 meeting, prior to holding a public hearing and consideration with the Village Board at a future date.
